Home made crack pipe

I live in a pretty nice neighborhood, however.
As I walked to the train thru the ally this morning, I saw a home made pipe on the ground so I snapped a shot.
The stem on the left is foil, on the right is the straw-mouthpiece. Cup and lid remain.
There you go.
It was really near the metro bus depo station. I hope it ain't a bus driver's.
I do suppose it could be a reefer or hash pipe too.
